Lock Code On Missiles 6 replies

Ok, i read forums saying that missiles were coming back into play...But then again theres a lock code on them, meaning if the ONE person or however many people may no it have a grudge or just flat out dont like someone, they could use them. My question is if you say they will come onto play why are the stil locked with a code?
