Use Paint.

If not I can do it, on one condition.

First you need to know the dimensions (w x h) the site restricts avatars to. Then you need to open up the image in MS Paint.
Click Image -> Attributes.
Remember the dimensions. The goal is to get them to fit the site's limitations while maintaining ratio (otherwise your image will be stretched vertically or horizontally).
Unfortunately, if you want to do this as simply as possible (i.e., quickest), you'll need to use Paint's crippled Stretch/Skew function (under images).
Set the horizontal and vertical Stretch fields to the same percentage. If your site limits you to 96x96 and your pic's 960x960, for example, you'd do 10%.
It is best to not shrink the image enough than over shrink it because the latter will extrapolate the missing data if you increase the size later.
Paint is retarded and resets to 100% in the boxes after each resize, so 50% of 1000 will be 500, but 25% after opening Stretch/Skew again will be 125 rather than 250. Undo if you screw up.
Finally, Save As the new image and upload it. Use jpg.

I hope this was clear enough.
