Multi-cannon is, for most situations, the best. However, the Enhanced Vulcan Cannon is better for wasteland training with an Emperor that has a Shield Generator. I have tested this, and there is a slight, but noticeable, advantage. Of course they both pale in comparison to the Planet Express.
