I only found the Assisted Aim, which is uncommon.

Congrats on the rare find; perhaps next time it will be a shield generator. I'm still on the lookout for mine! rawr!

I've also found a scope...But are all items obtainable at all ranks? Or is it the rare ones can be found at the higher ranks?

You have to be a certain lvl to find items, but I'm pretty sure you can get a rare item even at the lowest possible rank.
